Sky Blue Builders serves as an on-call construction partner to the City and County of Denver under multiple Small Business Enterprise (SBE) contracts, delivering civil, vertical, and mobility-focused improvements through a firm-fixed-price (lump sum) / unit cost delivery model. These contracts are structured to address fast-turn, high-priority municipal work requiring flexibility, coordination, and consistent execution within active public environments.
Under the General Civil SBE On-Call Construction Services contract, Sky Blue Builders has performed a wide range of work including sidewalk and ADA ramp construction, roadway rehabilitation, traffic calming, pedestrian safety enhancements, drainage improvements, lighting and signal work, minor bridge repairs, and right-of-way improvements. Task orders are frequently issued concurrently and executed within condensed seasonal windows, requiring disciplined preconstruction planning, detailed phasing, and close coordination with City agencies and subcontractors.
Sky Blue Builders has also supported the City through the Enhanced Bicycle Facility Construction Services On-Call contract, a multi-year program focused on improving bicycle and pedestrian infrastructure citywide. Scopes of work under this contract have included concrete sidewalks and ramps, curb and gutter, pavement markings, signage, site furnishings, irrigation, landscape restoration, and associated utility and drainage improvements. This work advanced Denver’s multimodal transportation goals while prioritizing safety and accessibility.
Notable on-call task orders have included citywide sidewalk repairs, orphan asset repairs, trail improvements, and neighborhood-scale traffic calming and streetscape upgrades in areas such as Curtis Park and Five Points. These efforts involved improvements at more than two dozen intersections, ADA-compliant ramp installations, pedestrian safety features, and work adjacent to active light rail corridors, all within the public right-of-way and under extensive permitting and traffic control requirements.
Complementing its civil and mobility work, Sky Blue Builders also participates in the City’s SBE Vertical On-Call Construction Services program, supporting municipal building projects such as roof replacements, mechanical upgrades, lighting retrofits, concrete and asphalt repairs, and interior renovations in both occupied and unoccupied facilities. Across all on-call contracts, Sky Blue Builders self-performs significant portions of the work through its concrete and facilities maintenance teams, enabling rapid mobilization, schedule reliability, and consistent quality in support of Denver’s infrastructure and public safety priorities.
