Sky Blue Builders served as a prime subcontractor under Hensel Phelps for the ground-up construction of a new Entry Control Point (ECP) facility at Schriever Space Force Base. This project was a critical component of Hensel Phelps’ larger $122 million contract to deliver the Consolidated Space Operations Facility (CSOF), a massive 264,600-square-foot secure complex designed to house the National Space Defense Center. The ECP project required comprehensive oversight of mechanical, electrical, plumbing, and interior scopes of work within this highly secured, mission-critical environment.
Given the facility’s location within a restricted area of the installation, the work demanded rigorous coordination of site logistics, escorted access, material deliveries, inspections, and perimeter security controls. Construction activities were carefully phased to accommodate mission-critical shutdowns and maintain continuous base operations, requiring close collaboration with base personnel and multiple federal stakeholders.
As part of the scope, Sky Blue Builders managed the installation of a new transformer and Uninterruptible Power Supply (UPS) system to support uninterrupted facility operations. This work involved extensive coordination with the end user, the U.S. Army Corps of Engineers, and concurrent contractors on site. Sky Blue Builders strictly adhered to the U.S. Army Corps of Engineers’ four-step Quality Control and Assurance program, including detailed submittal reviews, manufacturer coordination, and third-party testing to ensure system reliability and performance.
The project was successfully delivered with full operational handover, demonstrating Sky Blue Builders’ ability to manage complex trade coordination, quality control, and secure construction sequencing within active Space Force installations.
