Under the $8.5 million Port of Entry Relocation package, Sky Blue Builders was contracted by the Kraemer–IHC Joint Venture to demolish existing facilities and construct new northbound and southbound Port of Entry buildings along the I-25 corridor near Fort Collins, Colorado. The scope included two new approximately 1,500 SF ground-up Port of Entry buildings, a new southbound inspection structure, and extensive associated civil and Intelligent Transportation Systems (ITS) improvements.
Construction occurred simultaneously on both the northbound and southbound facilities within a highly constrained site directly adjacent to one of Colorado’s most heavily trafficked interstate corridors. The project required intensive preplanning, sequencing, and logistics coordination to safely maintain traffic operations while delivering the work under a fast-tracked schedule. Only one Port of Entry direction could be taken offline at a time, and each relocation had to be fully operational within a 21-day window prior to decommissioning the existing facilities.
The project was subject to stringent CDOT standards and involved coordination across multiple jurisdictions and agencies, including CDOT, CDPHE, DORA, the Office of the State Architect, the City of Fort Collins, Adams County, Larimer County Health, and multiple fire and regulatory authorities. With stakeholders spanning municipal, county, and state entities, Sky Blue Builders led frequent OAC and breakout meetings to maintain alignment on phasing, inspections, permitting, and schedule milestones.
Subcontractor coordination was a critical success factor, with more than 20 trade partners actively engaged in schedule development and daily CPM updates. Sky Blue Builders operated under CDOT’s Construction Quality Management Plan, providing process control, quality documentation, and safety oversight while working within an Owner Controlled Insurance Program (OCIP) environment. The project was successfully completed and placed into service in 2022, enhancing freight inspection operations and supporting the long-term functionality of the I-25 North Express Lanes corridor.
